"Arable land" is the share of all land where that crop can be farmed. Most of the wheat country on the map is Rainlands ground, where wheat grows at a hundredth of normal speed. Only a small share of the world grows grain properly.
These rules are enforced in game: a crop won't grow outside the lands listed here, and bone meal won't help. See Farming & crops.
